Forbedret indførelse af kvalitets- og bæredygtighedsstandarder for faste biobrændsler

SolidStandards-projektet omhandler de igangværende og seneste perspektiver i udviklingen indenfor kvalitet og bæredygtighed for faste biobrændsler, herunder især udviklingen af standarder og certificeringssystemer.

Den Europæiske Standardiseringsorganisation (CEN) og Europakommissionen har ansvaret for standardisering henholdsvis for politiske beslutninger om kriterierne for kvalitet og bæredygtighed for faste biobrændsler.

Disse initiativer påvirker i høj grad arbejdet i den involverede industri i hele biomasseforsyningskæden, og de underliggende processer og deres resultater er komplicerede og til tider uigennemskuelige. Der er også risiko for, at biobrændselsindustrien ikke er involveret tilstrækkeligt i standardiseringen eller i lovgivningsprocedurer.

I SolidStandards projektet vil aktører indenfor fast biobrændsel blive informeret og uddannet inden for standarder og certificering og deres feedback vil blive indsamlet og stillet til rådighed for relevante standardiseringsudvalg og politiske beslutningstagere.

Projektets omdrejningspunkt er organiseringen af 35 uddannelsesarrangementer for producenter, forhandlere og slutbrugere af faste biobrændsler og aktører inden for standardisering og certificering. Træningen sigter på at øge målgruppens evne til at gennemføre standardisering og certificering indenfor kvalitet og bæredygtighed. Projektkonsortiet vil arbejde med syv udvalgte virksomheder og støtte dem i at gennemføre europæiske kvalitetsstandarder. Processen vil blive dokumenteret og skal tjene som en retningslinje for implementering af standarder.

For at bidrage til diskussionen om bindende bæredygtighedskriterier for faste biobrændsler, omfatter projektets aktiviteter afholdelse af en workshop med nøgleaktører for at give input til den beslutning, kommissionen skal tage om behovet for obligatoriske krav til bæredygtigheden af faste biobrændsler. Under hensyntagen til afgørelsen i EU vil eksisterende ordninger for bæredygtighed blive analyseret og det vurderes, om de overholder kommissionens beslutning. Desuden vil de blive testet i en række praktiske casestudier.

Endelig indeholder projektet flere værktøjer til indsamling af feedback fra branchen. Denne feedback vil blive indsamlet, analyseret og stillet til rådighed for europæiske og nationale standardiseringsorganisationer i Europa.
